7. LABOR CATEGORY DESCRIPTIONS AND QUALIFICATIONS

GSA has approved the following SPC labor categories and associated qualifications for engineering services for all seven SINs under this contract.

The following SPC labor category disciplines are offered in the four PEDs and seven SINs:

  1. Manager
  2. Project Manager
  3. Subject Matter Expert
  4. Engineer / Scientist
  5. Analyst
  6. Technician
  7. Business Specialist
  8. Pubs and Graphics Specialist
  9. Program Assistant
  10. Administrative Support
Labor category descriptions and requirements are provided on the following pages.

1. Manager

Summary

Directs the performance of various projects that support a specific customer technology, or program. Oversees the project implementation, technology development, and resource allocations. Provides leadership and technical direction.


General Responsibilities


  1. Accountable for the quality and timely delivery of all contractual deliverables.

  2. Responsible for the quality and effective management of personnel, funds and facility allocations.

  3. Ensures compliance with client / agency guidance, contractual limitations, and SPC business and policy directives.

  4. Serves as focal point of contact with client.

  5. Responsible for marketing new technology and capturing follow on business opportunities.

  6. Provides leadership and guidance to task managers.

  7. Responsible for timely and effective problem resolution.

  8. Performs other duties as assigned.

2. Project Manager

Summary

Manages project operations. Ensures schedules are met and resources are used effectively.

General Responsibilities

  1. Manages program staff and day to day operations.

  2. Develops and maintains relationships with customers, subcontractors, consultants and vendors to facilitate successful program performance and services.

  3. Coordinates problem resolution.

  4. Accountable to customer for successful project completion within schedule and cost.

4. Engineer/Scientist

Levels III - VI

  1. Plans and performs engineering research, design development, and other assignments in conformance with design, engineering and customer specifications.

  2. Performs engineering planning, performance management, capacity planning, testing and validation, benchmarking

  3. Development and staffing of an engineering management plan

  4. Analyzes and develops technical documentation detailing the integration and system performance.

  5. May supervise technical team through project completion.

  6. Performs other duties as assigned.

Levels IV - VII

  1. Performs independent analyses.

  2. Defines techniques, conducts technical studies and drafts documentation. Edits functional descriptions, system specifications, user's manuals, special reports, or any other customer deliverables and documents.

  3. Conducts systems analysis and integrates engineering solutions.

  4. Conducts research and develops position papers

Summary

Supports engineer and technical projects. Provides technical expertise in areas including, but not limited to computer hardware and software; electronics; electrical and mechanical engineering. Works under supervision to perform a variety of engineering tasks.

  1. Supports the planning and performance of engineering projects in accordance with customer specifications and management direction.

  2. Reads and executes plans, layout drawings, blueprints, and schematics.

  3. Performs other duties as assigned.
